Assign a Microsoft 365 license to a user, confirm service access, and diagnose common assignment errors.
Before you assign a license
A License Administrator or User Administrator can make assignments in the Microsoft 365 admin center. Confirm the intended product has an available license and the user has the correct usage location. Decide whether the person should receive a direct assignment or a group-based assignment; group-based licensing is usually easier to maintain for a larger team.
Assign to one user
- Open the Microsoft 365 admin center and go to Users → Active users.
- Select the user, then open Licenses and Apps in the details pane.
- Expand Licenses, choose the intended product, review any app and service switches, and select Save changes.
- Reopen the user record to confirm the license is assigned. Ask the user to sign in to the relevant service after provisioning completes.
Assign by product or troubleshoot
If you are working through a product, use Billing → Licenses, select the product, and choose Assign licenses. Microsoft also shows direct and group assignments there. If the assignment fails, open the product’s Errors & Issues tab. Common causes include no available seats, conflicting service plans, and an invalid usage location. Resolve the reported cause and reprocess the assignment.
Be careful when removing access
Unassigning a license can affect the user’s ability to use email and apps. Check data retention and any mailbox handover needs before removing an Exchange Online license or changing a departing employee’s account. Removing a user’s license and deleting the user are different actions with different data consequences.
